This is an estate I visited yesterday evening. Cats must clearly be responsible for the dirt, seeing as how they're the main users of tissue paper, chop sticks and mineral water bottles!

There is only one "resident" cat at my block and she rarely comes down but does her business within the 2nd storey flat. Yet every evening by 8pm, the amount of rubbish in the lift lobby and around the block is just unbelievable! It is lychee season and lychee shells were scattered all over. The rest were the plastic tubes holding the sweetened ice, tissue papers, plastic bottles, ice cream cups...
How come nobody complain to the TC? But when some people see some left over cat biscuit, it is a cry for feline blood!!

Actually the town council officials we have spoken to, did agree that "cat complaints" make up a somewhat smaller percentage among all the complaints they get each month, which presumably includes littering by people as well as dog poo left behind by irresponsible owners. However, when pushed for numbers, they refused to furnish them. Having said that, it's always easier to "get rid" of cats than residents.

mr giggles: what you said comfirmed what we have always suspected, that cat related complaints constitute a small percentage of all complaints but are given more attention because they are more 'easily taken care of'.

Re littering problem, I heard that residents living on lower floors in older estates often seal up their rubbish bins to stop insects from getting in their flats. If this were true, the lazy ones will just throw their rubbish out of the windows rather than coming up with a neater solution. I am not sure if the town councils have looked into this.

I met a neighbour who lives on a high floor (above 10th) and I found that he sealed up his rubbish bin. So every morning, he carries a plastic bag of his garbage....and his action belies the appearance of an educated english speaking gentleman, he leaves the stinking bag of garbage on the floor besides the blue rubbish bin at lift lobby. I wonder why this extreme laziness!?
