Complainant prefer cats to drink from polluted drain water while they consume clean, filtered water?
Lack of empathy make them complain against cats drinking clean water given by kind feeders.

If they are concerned about mosquitoes then they should go clear the blockages found in most drains. Feeders change the waters daily.

I think it's because the cat is going upstairs - this is on an upper floor landing.

If the water bowl has low visual impact like this one, and gets scrubbed and changed daily--more frequently than we're asked to do for flower bowls--the complaint is not so reasonable. The fact that it's upstairs isn't good, though.

When I was feeding cats in my old neighborhood, some residents went so far as to steal the cat dishes when they'd been out less than half an hour--the dishes were gone when I came back to clear them, and they weren't in the dustbin-- but the same residents had no qualms about leaving children's drink bottles, baby feeding bowls and half-consumed snacks and sandwiches in the void deck overnight. These people weren't hygiene-conscious; they just had a few loose screws in their mental wiring.

It wasn't the bowl per se - it was the fact that it was upstairs as you said fatcat - and one storey up was the cat, which leads me to suspect they are also FEEDING the cat there.
