Another feeder speaks

I spoke to another feeder in the same area as this woman today. The TC had mentioned that this feeder I spoke to was quite responsible and reliable.

I mentioned the woman and her immediate reaction was that the woman was causing a lot of trouble. It seems that she does leave food all over the floor, and that she has been letting her cats run around. The feeder said that she had spoken to the woman several times, but that the woman tended to just get annoyed with her.

The feeder said that as a result, people in the block were getting annoyed. She also said that it seems that the woman is bringing cats into the estate, which the complainant had alleged.

Interestingly, it turns out that according to this feeder, she has been the one getting all the cats sterilised as well, not the woman. She said that the woman tended to have all kinds of reasons why she could not get them done.

I think we all have such "characters" in our estate.
How do we prevent these characters from tarnishing the good work of responsible caregivers?
Without causing suffering to the cats.

I honestly don't know - the problem is that the usual incentive (the cats are safe and not trapped) doesn't seem to work for them. They will be very angry if the cats are caught - with the TC, with the complainant, but they refuse to accept that their behaviour has a part to play in it as well. Then they'll go and help themselves to more cats.

Can she be fined for littering or something? Usually it's hard to fine/penalize someone for littering as you don't get to catch people when they do it. Here we know who has been littering or creating a nuisance and no authority can do anything??

If the end result is rounding up the cats to be killed then it seems that the humans can get away with the wrong-doing and the cats paid the price for the wrongs done.

Knowing Singaporeans the ONLY way to get through to them is to hit their wallets.

She's not taking care of the cats if she don't listen to reason. She's just as bad as those who complain about the cats instead of irresponsible people.

I think the problem is that she tends to do it at night - and from what the feeder told me, she doesn't always feed. She said that she gets other people, school children, etc to do it for her and that they don't always do a good job.
