Here's the article in today's Digital Life on the Pet Shop SMS. Apparently no one has been able to trace the person whose name was in the SMS.

This is one very good example why sale of animals should not be encouraged, and should be controlled by the AVA.

Sale of pets is already "controlled" by AVA. Question is how efficient is the control?
Gross inefficient!

You should look at those poor dogs caged in crowded breeding grounds. Look at the faces of breeders, mostly no or low education and breeding is the surest way to make money. AVA is not capable of providing adequate welfare for farm animals.

Pet Shops only care about money but lets face it, its business let alone they have to survive too. So don't be too harsh on them least you regret later.

What AVA needs to do better for giving out or renewing the licence to these shops are strict and non-negotiable guidelines. Surprise checks on these shops is another way AVA could take. But in my opinion, they are like the old sayings, nothing happens so no action required. Even is something happened, with for the fire to die down and send the fire-engine. I think the attitude of most Civil servants needs to be changed. To cite another example, has privatisation of govt hospitals produced good service? Get the class C patients to buzzer the nurses repeated and you see what happen.....I rest my case.
